Equitable Access Centres
The tendering process for the now called GP Led Health Centres under the Equitable Access to Primary Medical Care initiative is well underway throughout the country although the timing of the various stages differs considerably amongst commissioning PCTs. We know that many Primary Care Providers are involved and we have been asked to provide indicative quotations to meet the corporate malpractice insurance requirements of the contracts being offered. We have learned that some potential providers have not separately costed this in the belief that should their bid(s) be successful the additional services would be incorporated into their existing indemnity arrangements but this is not always the case. There are good reasons to provide separate insurance arrangements for these centres. First, the differing nature of the risk in terms of services offered and likely staffing profiles needs to be underwritten in isolation to ensure competitive premiums. In addition, and perhaps more importantly, there is the issue of indemnity limits. Tender specifications usually require a £25 million aggregate limit for medical malpractice cover for these centres which is considerably higher than the previous norm of £10 million. Incorporation of multiple risk types under one policy can lead to aggregate erosion in the event of claims, with the result that there is the potential of having insufficient indemnity provision to meet the EAPMC contract terms.
